Public confidence in governance across the Overberg District Municipality is waning, with growing frustration centred on Hermanus and surrounding areas under the Overstrand Local Municipality. Once regarded as a flagship coastal region of the Western Cape, the area is increasingly described by residents as poorly managed and strategically adrift.
Alarm has been raised about conditions in Zwelihle. Residents point to widespread filth and informal structures being extended vertically despite questionable structural integrity at ground level. Community members warn that this represents a disaster waiting to happen.
Not far from Zwelihle, the former property of Markus Jooste reportedly sold for R110 million, evidence of the area’s substantial high-end investment potential. Yet estate agents privately acknowledge reluctance to market upper-tier properties to international buyers due to concerns about infrastructure strain, spatial planning deficiencies, and long-term municipal strategy.
The region’s natural beauty and investment promise remain undeniable. The pressing question is whether governance will match that potential before reputational and structural damage becomes irreversible.
