The Garden Route District Municipality reported R69.9 million in bad debts for the 2024/25 financial year. Most of this, R52.4 million or 75 percent, comes from old fire service accounts that are now considered impossible to collect. This shows ongoing problems in collecting revenue, especially from older service charges.

The municipality received a clean audit, but financial challenges remain. More than R48 million in unauthorised and irregular spending is under investigation. There is also a potential R54.6 million liability because of an unresolved property dispute in Knysna, adding more uncertainty to the finances.

The Municipal Public Accounts Committee has called for a full debt collection plan to be completed by June 2026. It also suggested creating a special team to resolve the Knysna property dispute and prevent further financial risk.

Mayor Marais Kruger said the municipality is taking steps to improve financial controls, recover more revenue, and ensure long-term financial stability.
