In a recent parliamentary debate on the Independent Municipal Demarcation Authority Bill, concerns were raised about the potential manipulation of demarcation for electoral gains, especially as the ANC appears to be losing its government grip.

The Independent Demarcation Authority Bill, underscores the need for the authority’s independence. The Freedom Front Plus (FF Plus) proposed that board and committee members be politically non-aligned, with any involvement in political activities leading to automatic disqualification.

The move is an especially concerning one, since new electoral reforms introduce district-based allocations for half of the seats in Parliament – 200 for districts, 200 for proportional representation.

Despite objections from opposition parties, the ANC’s efforts to retain control over the board have been evident in its stance on selecting board members. The Department’s proposal to keep the selection panel responsible for nominating the board was accepted, sparking concerns about possible manipulation by the ANC.

The FF Plus and other opposition parties suggested that a parliamentary multi-party committee should form the selection panel to ensure transparency in the process. However, doubts persist about accountability, given the ANC’s historical track record.

The FF Plus emphasizes the importance of public participation in determining the board’s composition, particularly since the Demarcation Authority Board wields power over borders directly impacting communities. The party argues that accountability to these communities is crucial.

Despite the ANC’s assurances, the FF Plus maintains skepticism, asserting that the ANC’s mismanagement, exemplified by the current power crisis, will likely become more apparent when it finds itself in the opposition benches in the 2024 Parliament.

The ANC is notorious for its official policy of cadre deployment, which selects candidates for civil service positions on the basis of party loyalty, including judicial posts.
